0:34Now here's how America is supposed to work. Congress votes the money, that's the whole framework. That's it. It's called the power of the purses in the Constitution. [music] One branch spends, one branch approves. That's the institution. That's the deal. Skip it.
0:46No vote, no bill, no debate, [music] just a demolition crew and a very big gate. No vote. Preservation group sued.
0:52Lower court said, "Hold up." Then it went up the ladder all the way up.

1:08>> They didn't rule [music] the building's legal, not one line. They said the guy who sued doesn't have standing. That's the design. Standing? Standing means are [singing] you even allowed [music] in the room? They said no case closed.
1:18Bring the bulldozers. Zoom. That's it.
1:20So nobody [music] ruled on whether it's lawful at all. They just said nobody's allowed to ask. That's the wall.

1:25>> And by the time a real ruling never lands, the ballroom's finished. Concrete set out of hands. Too late. That's the trick. You don't win the argument, you just run out the clock.
1:35>> Run out the clock. [music] >> Now here's the part that makes this different from the rest. Four justices dissented and guess who led the protest.
1:41John Roberts, Chief Justice, [music] the head of the whole court. The man who gave this president criminal immunity.
1:46That guy. That's the sort. That guy. The man who ruled [music] he could fire the [singing] independent heads. He's been the biggest legal friend this president has had. And he broke ranks in six pages written plain. Today's decision is [music] no victory for the separation of powers.

2:01>> And then he went further. [music] I want you to hear this straight, that construction is likely unlawful. LET THAT SIT.

2:13>> He said Congress over the person, [singing] the power over federal land, and skipping that is enough [music] keep, that's a different plan.

2:21>> The man who gave him immunity said no.
2:23>> No victory for the separation of powers.
2:28>> And listen how he closed it. This is the part that lands, he didn't quote a statute, he quoted a man.

2:40>> Then Robert [music] wrote all the more reason to follow the rules when you're deciding what happens to a house that isn't yours. Because [music] that house isn't his, it was never his to gut, it belongs to the country, that's the whole point shot.

2:53>> He also quoted [music] Roosevelt, Teddy, the one on the mountain, the man who actually renovated that place with permission. Count him.

3:00>> And this ain't one thing, line [music] it up and [singing] look, he put his name on the memorial, judge said take it down, he took a tarp, threw a tarp on it instead, still [music] hanging there today. Then he renamed the lake he doesn't own, same way.

3:11>> [music] >> Then the Pentagon bought a stake in an oil company, 35% first time in history.
3:17>> First time.
3:17>> And now a bog when nobody voted for a bog, 400 million dollars, skip the vote, build the wall.

3:23>> You see it, yeah, [music] it's the same move every time. Don't ask, build it, let the courts catch up behind. And by [music] the time they rule, the thing is standing tall, that's not winning the argument, that's just concrete on the wall.

3:43Now let's bring it home, cuz [music] this is your home money, friend. 400 million dollars, say the number again, your rent went up, your groceries went up, your gas did too, and the room for parties got built without a vote from you. Nobody's saying [music] don't fix the White House. Fix it fine. But the fixing has a process and the process is the law. It's not red [music] tape.
4:00That's the reason you get a say. Take away the vote, you take away the day.
4:04[singing] So we got his room, [music] he got his marble, got his gold and the Chief Justice of the United States wrote it down cold.
